What is the ruling concerning a Muslim woman who has her hair cut by a non-Muslim hair cutter?

There is no objection for a Muslim woman to have her hair cut by a non-Muslim woman whenever there is a need for that; because a woman's private parts for another woman is the same, whether she is a Muslim or non-Muslim, according to the rulings of a majority of fiqh scholars. Then remains the caution that there should not be in the presence of the Muslim woman when cutting her hair any foreign men to her that prevents her from uncovering her hair in their presence.
