The Security Council was told by the United Nations on Tuesday that rival factions in Libya had agreed to meet in principle for a new round of peace talks early in 2015. The rival factions include the Libyan Dawn group which seized control of the Libyan capital in August of 2014, and the government of recognized Prime Minister Abdullah al-Thinni which have been forced to the East of Libya due to the military actions of the Libyan Dawn. The conflict has taken the lives of hundreds of civilians in Libya since late August.
